A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK APPROVING A PROGRAM
OF LOCAL AGENCY FEDERAL AID SAFER OFF-
SYSTEM ROADS PROJECT
WHEREAS, the City of Baldwin Park has applied for the use of
Federal Aid for Safer Off-System Roads Act Funds in the amount of
$16,789.00; and
WHEREAS, the Program of Local Agency Federal Aid Safer Off-System
Roads Project is hereby attached;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
DOES HEREBY RESOLVE:
SECTION 1. That the Program is hereby approved.
SECTION 2. That the Mayor and City Clerk are hereby authorized
to sign on behalf of the City.
SECTION 3. That the City Clerk shall certify to the adoption
of this Resolution.
APPROVED AND ADOPTED this 6th day of September. 1978.

Local Agency
Pursuant to the Federal-Aid fot Safer Off-System Roads
Act, the attached Program" of Federal Aid for Safer Off-System
Roads Projects marked Exhibit B" is hereby incorporated in
th?*l Master Agreement for Federal-Aid Program which was entered
into between the above narked CITY and the STATE on July Q,
1977 and is subject to all of the terms and conditions
thereof.
The subject program is adopted in accordance with Para-
graph 2 Article II of the aforementioned agreement under auth-
ority of CXTY Resolution No. 78-95 approved by tho CITY
Council on September 6, 1978____ Se'e copy attached).

Special ovenants or Ren,arks:1. The City of Baldwin Park finds it in the public interest to constr uc t
this project by a method other than contract. This project will be constructed by the City of
Baldwin Park with their own forces and equipment. 2. Maximum Federal Funds participation will
be applied to the final cost of the project. Attached are Special Covenants covering the use of

SPECIAL COVENANT for use of Item 151.3 Funds
i^unds required to natch Federal Highway Funds in the project will
be provided by the State as authorized by Item 151.3 of the Budget
Act of 1978 and allocated by the California Transportation Commission
In the event Item 151.3 funds less than the amount shown are
required as a result of a low bid, the excess will be returned to
the county allocation.
In the event Item 151.3 funds greater than the amount shown are
required as a result of a high bid, the required amount may be
added subject to the availability of funds in the county allocation.
Item 151.3 funds in the project will be limited to the amount
required to match the Federal funds shown in the Detail Estimate
which is prepared when bids are opened.
After completion of the final cost accounting for a project, any
unexpended Item 151.3 funds will revert to 1) the county allocation
provided that the final cost accounting is completed before April 1,
1979; or 2) the statewide allocation provided that the final cost
accounting is completed between April 1, 1979 and June 30, 1979; or
3) to the Item 151.3 appropriation provided that the final cost
accounting is completed subsequent to June 30, 1979.
