HomeMy WebLinkAbout1978 114 CC RESO1978 114 CC RESO(ÌìðJRESOLUTION NO. 78-114 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK INDICATING THEIR INTENT TO PARTICIPATE IN A CONSORTIUM OF CITIES FOR THE PURPOSE OF PLANNING, DESIGN, ENGINEERING AND PROVIDING FINANCIAL SUPPORT TO IMPLEMENT THE LARIO URBAN TRAIL CORRIDOR ALONG THE LOS ANGELES RIVER, RIO HONDO CHANNEL AND SAN GABRIEL RIVER, THROUGH THE CITY OF BALDWIN PARK WHEREAS, on September 18, 1975 the Board of Supervisors of the County of Los Angeles adopted a Plan of Bikeways, a sub-element of the Transportation Element of the Los Angeles County General Plan, which designated the LARIO Urban Trail Corridor as an off-road major bikeway corridor"; and WHEREAS, it has been found that the LARIO Urban Trail Corridor meets the objectives of providing a major north/south bikeway corridor extending approximately 45 miles from the Angeles National Forest to the ocean and provides for the potential extension of the trait along the Los Angeles River into the City of Los Angeles; and WHEREAS, the implementation of the LARIO Urban Trail Corridor wi11 establish a unique recreation and alternate transportation route between nineteen cities and links these cities with both Federal and State recreation areas, as well as regional and local cultural and v recreation facilities in Los Angeles County; and WHEREAS, final planning, design, engineering and development of the LARIO Urban Trail Corridor will require the participation, coordination, and cooperation of the Cities of Azusa, Durate, Irwindale, West Covina, Baldwin Park, El Monte, South El Monte, Industry, Montebello, Pico Rivera, Commerce, Bell Gardens, Downey, South Gate, Lynwood, Paramount, Compton, Carson, Long Beach, Los Angeles, the County of Los Angeles, the Southern California Association of Governments, and the United States Army Corps of Engineers; and WHEREAS, funding programs such as the State SB 821 program are available to each city for use in design and construction of bikeway and pedestrian facilities serving the community; and WHEREAS, these funds will be used as seed money to attract additional money and matching funds for the purpose of constructing this unique bikeway; and WHEREAS, it will be the intention of the above cities, counties, and agencies to solicit the support of the State of California Department of Transportation in seeking financial assistance through its SB 821 funds toward the implementation of this regional urban trail corridor project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, that this community supports the concept of the LARIO Urban Trail Corridor providing recreation as an alternate mode of transportation within the County of Los Angeles. FURTHER, that this City Council will assign their SB 821 funds for 1979 for the purpose of planning, designing, engineering, and development of this urban trail corridor, known as the LARIO Trail. FURTHER, that the Cities of Azusa, Durate, Irwindale, West Covina, Baldwin Park, El Monte, South El Monte, Industry, Montebello, Pico Rivera, Commerce, Bell Gardens, Downey, South Gate, Lynwood, Paramount, Compton, Carson, Long Beach, Los Angeles, and the County of Los Angeles are encouraged and requested to establish this consortium under a joint powers agreement or other similar agreement, so to provide a formal organization which will enable this project to proceed without delay.
