HomeMy WebLinkAbout1979 003 CC RESO1979 003 CC RESO(Ììð‘RESOLUTION NO. 79-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK URGING SUPPORT OF SENATE BILL NO. 29 AND SENATE BILL NO. 31 TO PROVIDE STATE SURPLUS FUNDS TO SPECIAL DISTRICTS WHEREAS, the California State Legislature has not passed legislation to fulfill its intent of supporting Special Districts at the 90 percent level of 1977-78; and WHEREAS, the Los Angeles County Public Library District, serving 2,400,000 residents in 44 cities and unincorporated areas of Los Angeles County, is directly affected by the absence of State surplus funds, thereby threatening the availability of vital services to the public; and WHEREAS, the Los Angeles County Public Library District, whose revenue shortfall resulting from Proposition 13 is $11.9 million, is currently operating at a 75 percent level and all available funds will be exhausted in February without appropriation of State surplus funds; and WHEREAS, the continued withholding of funds wilt not only sustain service cuts already implemented, but will insure additional cuts in the near future and long range deterioration of vital services to the public; NOW, THEREFORE. BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF BALDWIN PARK does strongly urge the California State Legislature to pass immediately, and the Governor sign into law, legislation appropriating State surplus funds to insure support in 1978-79 of Special Districts, including the Los Angeles County Public Library District.
