A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK ESTABLISHING A
GENERAL PLAN PROCESSS
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. Amendments General Plan
The General Plan, any part or element, or provision thereof, may be
amended or changed whenever the public necessity and convenience and
the general welfare so require, by following the procedures hereinafter
established.
SECTION 2. Amendments Initiation
An amendment may be initiated:
a) As to the land use element,by the verified petition of one or
more owners of property or residents of Baldwin Park which petition
shall be filed with the City Planner and shall be accompanied by a
filing and processing fee of $200. plus environmental fees; or
b) As to any portion of the General Plan, by motion of the
Planning Commission or the City Council.
SECTION 3. Hearings
Each amendment shall be the subject of a public hearing before the
Planning Commission and the City Council.
SECTION 4. Amendments Notice
Notices of hearings shall be given in the following manner:
a) At least one 1) publication in a newspaper of general
circulation within the City, at least ten 10) days prior to
such hearing; and
b) In case the proposed amendment or change to the general plan
consists of a change of the boundaries of any district so as to
reclassify property from any land use to any other land use, the
Planning Commission/City Council shall give additional notice of
the time and place of such hearing and of the purpose thereof by
mail ing, postage prepaid, a notice not less than five 5) days
prior to the date of the hearing to the owners of all such
property to be reclassified and to the owners of property within
a radius of three hundred 300) feet of the exterior boundaries
of the property to be changed, using for this purpose the last
known name and address of such owners as shown upon the
assessment roll of this county.
SECTION 5. Amendments Action by Planning Commission/City Council
The Planning Commission and City Council shall act upon amendments in
the time and manner as set forth in the Planning Law Section 65300 et
seq.. Government Code of the State of California).
SECTION 6. Amendments Amendments or Changes to the General Plan
No mandatory element of the General Plan shall be amended more frequently
than three times during any calendar year. This section shall not apply
to the adoption of any element of the general plan.
The City shall accept amendments or change to mandatory elements or
element of the General Plan, only in January, May, and September each
calendar year.

SECTION 7.
That the City Clerk shall certify to the adoption of this Resolution.
