A RESOLUTION OF THE BALDWIN PARK CITY COUNCIL
APPROVING AND ADOPTING THE AMENDED GENERAL PLAN
AGP-48). AND CERTIFICATION OF THE ENVIRONMENTAL
IMPACT REPORT
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. That the City Council does hereby find and determine and
declare as follows:
a) That pursuant to the applicable provisions of the
Planning and Zoning Law Section 65300 et seq. of
the Government Code of the State of California),
studies were commenced for the purpose of amending,
and adding to the City's General Plan, to render the
same in conformity with the said Planning and Zoning
Law; and
b) That in compliance with the above requirements, the
City Council resolved that a study be conducted to
determine additions and amendments to the General
Plan and further authorized the formation of a
Citizens Advisory Committee, the utilization of
professional consultants to conduct said studies,
and further, authorized the City Planning Staff to
coordinate the studies.
c) That said studies have been complete as mandated by
State Law to the following elements: Land Use,
Circulation, Housing, Economic, Community Design,
Conservation, Open Space, Scenic Highway, Noise,
Seismic Safety and Safety, as described in the
General Plan Policy Document and Technical Reports
1-4; and
d) That as a result of the hereinabove referenced studies
and preparation of the above described documents and
to consider the reconmendations, proceedings were
commenced to review and adopt the above described
elements, adding to and amending the General Plan as
embodied in the above described documents.
e) That a public review period for the purpose of
commentary on the above described documents and
with special attention to the Draft Environmental
Impact Report prepared in connection therewith, said
period commenced on October 24, 1979, and ending
November 25, 1979; and that a joint study session of
the City Council and Planning Commission was held on
October 25, 1979; and
f) That the Planning Commission on the 14th day of
November, 1979, conducted a lengthy duly noticed
public hearing and at said public hearing considered
the documents, materials, presentations and evidence
presented; and recommended approval and adoption of
said documents, including those technical reports
which are a part thereof.
g) That the City Council on the 5th of December, 1979,
conducted a lengthy duty noticed public hearing to
consider whether or not the above-described elements
and documents should be adopted.
h) That the City Council considered the documents, materials,
presentations and evidence presented at said hearing;
and that the City Council determined, after the conduct
of the public hearing that the public interest requires
the adoption of said elements; and

i) That the adoption of said elements amending and
adding to the City's General Plan as based upon
the findings set forth above and as contained in
the above-described documents.
SECTION 2. That for the reasons hereinabove stated, the City Council
does hereby approve and adopt all of the above-described
elements as presented in the General Plan documents,
including those technical reports which are a part thereof,
SECTION 3. That the City Council, at the time of the public hearing,
relating to said General Plan, considered and reviewed
for recommendation an Environmental Impact Report
Technical Report 4) with respect to said General Plan
elements and with regard to that reconmendation, does
hereby find, determine and declare as follows:
a) That the Environmental Impact Report has been
prepared in accordance to alt mandated State,
County, and local regulations governing the
preparation of said reports;
b) That the Environmental Impact Report has
sufficiently addressed itself to the identifications
of all significant effects and mitigating measures
of the proposed project; and
c) That the Environmental Impact Report is consistent
with the adopted plans and ordinances of the City
of Baldwin Park.
d) That the Planning Commission on the 14th day of
November, 1979, at the time of the public hearing
relating to said General Plan, considered, reviewed
and recommended certification of the Environmental
Impact Report Technical Report 4).
SECTION 4. That based upon the foregoing, the City Council does
hereby approve and certify the Environmental Impact
Report Technical Report 4) and the amended General
Plan AGP-48) as prepared.
SECTION 5. That the City Clerk shall certify the adoption of this
Resolution.
