A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK INDICATING
ITS INTENT TO IMPLEMENT PRIOR TO
DECEMBER 31, 1982, HEREIN DEFINED
REASONABLY AVAILABLE CONTROL MEASURES"
FROM THE SOUTH COAST AIR QUALITY MANAGEMENT
PLAN
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE
AS FOLLOWS:
SECTION 1. The Federal Clean Air Act seeks to develop a cooperative
federal, state, regional, and local government program
to prevent and control air pollution in order to protect
and enhance the quality of the nation's air resources so
as to promote the public health and welfare of its population;
and,
SECTION 2. That pursuant to the Clean Air Act, as amended, the
Southern California Association of Governments SCAG) and
the South Coast Air Quality Management District SCAQMD)
have prepared an Air Quality Management Plan AQMP) for
the South Coast Air Basin,
SECTION 3. That the AQMP was adopted by SCAG on January 25, 1979, by
the SCAQMD on January 26, 1979, and was conditionally
approved by the ARB on May 10, 1979, and was forwarded to
the Federal Environmental Protection Agency on July 25, 1979,
in compliance with the dean Air- Act; and,
SECTION 4. That in order to avoid such feceral economic sanctions pursuant
to the 1977 Clean Air Act, the following six of the total
seventy-five AQMP tactics, defined herein in Exhibit 1",
have been specifically identified as reasonably available
control measures" which require some degree of scheduled
implementation by the City of Baldwin Park.
Employee rid^sharing program
Traffic signal synchronization
Increased bicycle and pedestrian facilities
Energy conservation street lighting
Modified work schedules
Car pool preferential parking
SECTION 5. That the AQMP provides that if any of these six measures is
found to be inappropriate or unacceptable in a jurisdiction
then a commitment to implement an approved equivalent control
measure may be substituted for implementation of any
reasonably avail able control measure;
NOW, THEREFORE, BE IT RESOLVED THAT. it is the

1. Implement the pre-1982 reasonably available control
measures, as described in Exhibit 1", or equivalent
substitute measures as set forth in the South Coast
AQMP as approved by SCAG, SCAQMD, and the Air Resources
Board.
2. Seek adequate funding from federal, state and local
sources to put into effect the fM)1ementation.

Nunber Control Measure and Descripti on
h-4 Modified Woik Schedules Initiate, support and
set participation targets for the voluntary use
of modified work schedules, where feasible,
including staggered hours, flexible schedules, in
order to promote the more efficient use of
existing transit, reduce tho need for trip
making, and facilitate ridersharing among employees.
H-5 Carpoot Preferential Parking Promote ride-
sharing through the provision of a targeted
number preferred parking areas for a11 employees
engaging in carpooting, in order to reduce the
need for trip making and reduce vehicle travel
miles travelled.
H-23 Increased Bicycle/Pedestrian Facilities
Promote the use of bicycle and pedestrian modes
of transportation for short trips in order to
reduce the need for vehicular trips and to reduce
VMT, by providing a targeted number adequate and
safe bicycle facilities such as bike paths and parking
areas.
H-34 Employee Rideshare Program Initiate a shift
to high occupancy vehicles by assisting employees
to form car/vanpoots wherever feasible. Facilitate
pooling by distributing Commuter Computer infor-
mation. Establish voluntary participation targets
for employee ridesharing.
H-35 Traffic Signal Synchronization Target the
installation of interconnected traffic signal's
which are synchronized at the system level in
order to facilitate improved air quality by
improving traffic flow along selected highways.
N-4 Energy Convservation Street Lighting Direct
the efforts of lighting agencies to replace a11
existing inefficient lights and fixtures with energy
efficient fixtures and lights.
