A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK
COMMENDING THELMA L. BALKUS FOR
DEDICATED PUBLIC SERVICE
WHEREAS, THELMA L. BALKUS, is retiring from her elected position as
City Clerk of the City of Baldwin Park; and
WHEREAS, she has been the elected City Clerk of the City of Baldwin
Park since 1958 and, in addition, has served in the past, as Administrative
Aide from 1959 to 1976 and Acting City Manager, in 1962, 1963 and 1971; and
WHEREAS, Thetma has also served as Secretary to the Personnel
Commission and, from time to time, she has been secretary to various City
Commissions; and
WHEREAS, Thelma is a Certified Municipal Clerk, one of the first
City Clerks to be awarded this title, which attests to the fact she has met
the high standards for knowledge, skills, experience and ethics required
by the International Institute of Municipal Clerks; and
WHEREAS, she has at all times faithfully served the City of Baldwin
Park and carried out her duties in a professional and competent manner thus
greatly contributing to the effectiveness of good government in the City of
Baldwin Park; and
WHEREAS, Thetma was one of the organizers who founded the Baldwin
Park Historical Society, and was honored by being named Baldwin Park Citizen
of the Year in March 1980.
NOW, THEREFORE, be it resolved, that the City Council of the City
of Baldwin Park does hereby recognize the dedicated service THELMA L. BALKUS
has performed as City Clerk and on behalf of the community, the City Council
expresses its appreciation to Thetma and wishes her well in alt her future
endeavors.
SECTION 1. That the City Clerk shall certify to the adoption of
this Resolution.

I, LINDA GAIR, City Clerk of the City of Baldwin Park, do hereby
certify that the foregoing Resolution was duly and regularly approved and
