A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK APPOINTING
REPRESENTATIVES TO THE SAN GABRIEL VALLEY
OVERALL ECONOMIC DEVELOPMENT PROGRAM
OEDP) COMMITTEE
WHEREAS, the cities of Baldwin Park, Duarte, El Monte,
Monrovia, South El Monte and La Puente having experienced long-
term economic deterioration, high unemployment, deteriorating
infrastructures, and a substantial loss of commercial and
industrial businesses, have been designated as a Special Impact
Area by the U. S. Department of Commerce Economic Development
Administration); and
WHEREAS, the Overall Economic Development Program
Committee, pursuant to Chapter 13, Title III, of the Code of
Federal Regulations is authorized to provide a formal mechanism
for coordinated economic development activities among the local
political jurisdictions, to develop and maintain an OEDP that
establishes a framework for reviewing and approving development
projects; and to assist in promoting and leveraging private and
public investments for Committee approved projects; and
WHEREAS, the San Gabriel Valley Overall Economic
Development Program Committee is to be made up of representatives
from each city; and
WHEREAS, the City Council wishes to appoint qualified
persons to the Overall Economic Development Program Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Baldwin Park:
SECTION 1. That the City Council hereby appoints
Mr. Ralph H. Webb and Mr. Frank Fitzgerald as official
representatives of the Overall Economic Development Program
Committee.
SECTION 2. That the City Council hereby apoints
Mr. Bill Raphiel and Mr. Dennis Halloway as alternates to the
Overall Economic Development Program Committee.
SECTION 3. That said representatives are hereby vested
with all the rights, powers, duties, privileges and amenities
incident thereto, except that no member of the Committee shall
receive any compensation as such, for serving as a member of
said Committee.
SECTION 4. That this Resolution shall take effect
immediately. /^"7
