HomeMy WebLinkAbout1982 027 CC RESO1982 027 CC RESO(ÌìëúpeRESOLUTION NO. 82- 27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK SELECTING THE RESIDENTIAL REHABILITATION AREA AND DETERMINING THE METHOD OF PUBLIC HEARING NOTICE TO PROPERTY OWNERS WHEREAS, the Cities of Baldwin Park and West Covina have entered into a Joint Powers Agreement for the purposes of exercising their common powers jointly to the end that they may issue Marks-Foran Residential Rehabilitation Revenue Bonds; and WHEREAS, said Joint Powers Agreement requires that the City undertake proceedings necessary to identify Residential Rehabilitation Areas and to permit the preparation of a Comprehensive Residential Rehabilitation Financing Program; and WHEREAS, Section 37912 of the California Health and Safety Code requires that the City Council select the Residential Rehabilitation Area; and WHEREAS, Section 37912 of the California Health and Safety Code requires that the City Council determine the method of notice to property owners; and WHEREAS, Section 37912 of the California Health and Safety Code requires that the City Council consult with a Citizen Advisory Board of a proposed Residential Rehabilitation Area. NOW, THEREFORE, the City Council of the City of Baldwin Park does resolve as follows: SECTION 1. That all the residential areas designated on the City's General Plan be selected as the proposed Residential Rehabilitation Area as shown on Exhibit A", attached hereto and incorporated herein by reference. SECTION 2. The City Council has found and determined that the following method of public notice will be at lower expense and equally effective as the method stated in Section 37912(b)(3)(A) of the Health and Safety Code: By placing a display advertisement of at least one- quarter 1/4) page in the newspaper having the greatest circulation within the proposed Residential Rehabilitation Area and in at least one other general newspaper having general circulation within such area. Such advertisement shall specify the boundaries of the proposed Residential Rehabilitation Area, the place where copies of the proposed Comprehensive Residential Rehabilitation Financing Program may be reviewed, the time, date, and place of the public hearing, and the right to appear and be heard. Such advertisement shall be posted at no less than three 3) prominent places within the proposed Residential Rehabilitation Area, SECTION 3. The Housing Commission is hereby appointed the Citizen Advisory Board pursuant to Section 37912 of the Health BIB] 37678-U01 1982-U02 027-U02 CC-U02 RESO-U02 LI3-U03 FO2126-U03 FO10313-U03 DO10450-U03 C6-U03 RESO-U03 2/25/2003-U04 ROBIN-U04 1982 027 CC RESO(ÌìëúpeRESOLUTION NO. 82-27 PAGE TWO and Safety Code and is directed to develop a Plan for Public Improvements and the Rules and Regulations for Implementation of the Proposed Residential Rehabilitation Program.
