A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK URGING THE PUBLIC
UTILITIES COMMISSION TO CONSIDER AND
PROTECT THE PUBLIC INTEREST IN THE
COMMISSION'S EVALUATION OF APPLICATIONS
FOR PUBLIC UTILITY RATE INCREASES
WHEREAS, the City Council of the City of Baldwin Park is vitally
interested in the health and welfare of the citizens of the State of
California; and
WHEREAS, access to utilities is crucial to the maintenance of
a minimum standard of living necessary to good health; and
WHEREAS, excessive rate increases threaten to put these necessary
utilities out of reach of the low and moderate income population, many of
whom are senior citizens on fixed incomes; and
WHEREAS, the City Council of Baldwin Park is particularly
concerned regarding the trend in rate increases in California because the
majority of the city's residents are of low and moderate income and are
therefore among those most adversely affected by said increases; and
WHEREAS, although the City Council acknowledges the necessity
of the utility companies' recovery of their costs in order to maintain
and improve their service systems, the Council believes that the financial
weltbeing of the state demands that utilities as well as government
agencies and business make every effort to keep costs down whenever and
wherever possible.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Baldwin Park urges the Public Utilities Commission to consider and
protect the public interest in the Commission's evaluation of applications
for utility rate increases.
BE IT FURTHER RESOLVED THAT the City Council supports a con-
tinuing effort by the Public Utilities Commission to achieve a reasonable
balance among conflicting needs and demands.
The City Clerk shall certify to the adoptiort7of this Resolution.
