A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK, COUNTY OF LOS ANGELES,
STATE OF CALIFORNIA, POSTPONING THE EFFECTIVE
DATE OF IMPLEMENTATION OF THE NEW ENERGY RE-
GULATIONS FOR JULY 13, 1982, TO JULY 13. 1984
RESOLVED, by the City Council of the City of Baldwin Park, Los Angeles
County, California, as follows:
WHEREAS, the current high interest rate structure coupled with the cumu-
lative effects of inflation have severely impacted negatively on the home building
industry of California, and
WHEREAS, these factors have combined to substantially increase the cost
of housing at a time when many California home seekers are already priced out of
the housing market, and
WHEREAS, the Energy Building Regulations for new residential buildings
adopted by the California Energy Commission are scheduled to go into effect on
July 13, 1982, and
WHEREAS, these new regulations wi11 add substantially to the cost of
residential construction, and
WHEREAS, the implementation of the new energy standards wi11 impose addi-
tional manpower requirements to cities and wi11 result in increased costs to cities
at a time when cities are faced with substantial fiscal constraints;
NOW, THEREFORE, IT IS HEREBY ORDERED by the City Council of the City of
Baldwin Park, as follows:
1. That the City Council of the City of Baldwin Park supports legisla-
tive efforts to postpone the effective date of implementation of the new energy
regulations for July 13, 1982 to July 13, 1984.
2. That copies of this resolution be forward to our State Senator and
State Assemblywoman.
3. This Resolution shall take effect from and after the date of its
passage and adoption.
4. The City Clerk shall certify to the adoption of the Resolution.
APPROVED AND ADOPTED this 2nd day of June, 1982.
